I like both, but yeah post timeskip is better. Either way I doubt I would have started caring about her if not for some talented doujin artists and fan arts, so all of the credit goes to the valiant fans who turned Oda's stylized designs into something good.

I already regret deciding to do multiple pictures
Finding more than one picture of the dark elf queen that I could post without getting instantly nuked by Allen was not easy

Her concept is pretty good. She benefits from the same stuff as Asagi and other porn characters,
The entire idea of her story and "development" are hilarious and ridiculous.
Unlike Asagi I find her personality actually a bit more appealing depending on the situation.

Her canon appearance is great. One of the all time best and just shy of being a top tier design.

As with many other hentai characters, she doesn't benefit much from non-canon appearances.
Her base material is already pornographic,
And this means that a lot of fan artists just don't bother to do anything with her.
Solely being a hot dark elf is enough to hard carry her into the top 5.
She'd have a good shot at top 10 even if a lot more characters were nominated

Her concept leaves a lot to be desired, but at least she has a good outgoing personality.
Her design is where she really shines, since she's pretty attractive.
Athletic and darker skinned anime girls are two things that appeal to me a lot.
And she has both!
She has a small collection of hentai materials, and the stuff that I've seen was pretty good.
She gets a hefty +4 bonus from Non-canon appearances.

She's just a hot adventurer lady with no personality.
Her canon appearance is not really that great. It's good, it's fine. But yeah.
Dragon Quest III is among my favorite games of all time,
And this is probably true for a lot of hentai artists as well.
Where the Sage really shines is in her hentai representation.
DQ, and DQ III in particular, has a ton of hentai.
People took her basic design and updated it for modern porn-obsessed audiences
And the rest was history
I've seen lots of good materials of her and without even specifically looking.
Though I will say that if she has one weakness, it's how much of the dq iii is actually just cross over or reference materials

But since Sage herself has NO personality, I guess any reference to her costume design is a point in her favor?

Well, on my list, that's enough for a 7/10 in concept!
Her canon appearance is also pretty good but not amazing due to Pokemon's style.
Her original art is fairly washed out and generic looking,
But it does have some core elements that make her broadly appeal.
This is probably the reason why she has good hentai.
Pokemon characters can get a lot of fan art, and a lot of good stuff - Delia is no exception.
She's got plenty of quality non canon materials.
Enough to score some solid bonus points and climb high onto the list.
The pictures I used for this topic were among the FIRST results that came up.
So just imagine what you can find if you dig deeper.

(If you're curious, most of it is her getting fucked by Mr. Mime.)

Considering both Delia and Sage are non-characters who only scored this high due to hentai?
I give the tiebraker to Delia
While Sage has a LOT more material, and DQ III has a ton of material overall
I found that Delia's best stuff is just better and I like her design more

Yoruichi has basically everything going for her that is needed to score high on this list.
I don't think Bleach has amazing writing or characters, BUT
I am familiar enough with the series that it gives her an edge.
I have a good grasp on her personality and I do find it to be fairly hot
She's a bit of a tease while not losing her status as a mature, competent character
She can seriously do beautiful, sexy, badass, or mature as needed
And this is because her personality is capable of carrying any of those types of interactions

Yoruichi already scored a place on my top 20 hottest characters list I did not too long ago
So there is a VERY limited number of characters that could have scored higher than her here
I also have a huge thing for the female back and shoulders,
And so both her design and her costume support my depraved inclinations by revealing her back and/or shoulders
Yeah, yeah, I literally get turned on from looking at shoulders
I've gone far, far off the deep end of human common sense and reason

I'd say I'm more disappointed at the lack of non-canon materials of Yoruichi

Yoruchi is less a catgirl and more a full human chick who happens to turn into an actual cat. No mixed cat/human features.

At least until the final arc and her last powerup and even then the cat features are made of lightning and that's super cool, but lightning powers are my favorite so I'm somewhat biased.

Also have to correct myself, I actually forgot to put yoruichi on my last list, which is pretty funny but understandable. There's so many characters that it's hard to remember them all, and I rarely spend more than a few minutes thinking about rankings or lists before I write them out.

Looking at the list now, she'd probably fighting with Samus for 5th place.

Teysa is a pretty powerful mage, but her main power comes from being a brilliant lawyer, legislator, and diplomat. She pretty much held her entire world together and rescued it from the brink of chaos.

Her age is actually amusing she looks fairly young (relative to her actual age) because the ghosts who run her guild are scared shitless of her, so if she dies, she will join them and probably ruin them. So they have snuck an age-prevention medicine into her food to keep her alive indefinitely. She is aware of this and perfectly fine with it.

nami is good stuff. to follow up on handsomedude's earlier question (which I read wrong), I'm pretty sure Nami is one of the characters who would get a 10/10 in her non-canon score. she has a ton of fan art ranging from soft core to hardcore, to full doujins, flash games, animations. and a lot of it is very quality stuff.

I've always liked bulma, too.

I just looked it up a short while ago. I think I may have seen this before (I quickly read 1, 2, and 2.5), it seems familiar. Also looked at the authors other work. The Manya/Minnea doujin is more my speed. Overall these works are not great but it's not bad either.

Also I wouldn't say I dislike vanilla, it's just harder for something vanilla to stand out. and easier for me to instantly drop it or not even bother looking if it has tags that I know I'm not into. example, anal. generally I'll skip right over any search results that have anal in the tag if they look like they're boring/vanilla. it's not worth skimming through anal scenes just to get to like 2 pages of maybe good but pretty standard/boring content.
