Why is it official though.

Graffiti can be considered speech. And as long as this isn't obstructing safety markings on the road (which this isn't as the road with the mural is blocked off), the government can't arrest her as it would be violating her 1st amendment right.

Also, she's black.

It's no different than when people were tearing down statues without approval, or defacing churches.

In New York though, it's considered to be an art form or some crap. So you can actually sue a property owner if he were to have his building demolished.
