Harley looks like a man, Penguin doesn't seem to have a strong resemblance to any of the B:TAS designs (although it's a nice design) and looks more like a Batman Returns interpretation, and Poison Ivy's build is a bit off. He was pretty spot-on with Bane, Killer Croc, and Catwoman, though.
