Are you sure those aren't filler? I don't remember it being a particular issue at the point in the series. Very little would actually happen in each episode, to the point where a 6 minute abridged version would likely be legitimately superior to the full episode. Filler, at least at the time, was more of an issue for Bleach IIRC. It tended to be rather formulaic as well, to the point where some folks would insist that ~~Hollow~~ Ichigo should have been the star. Naruto Kai would really bring the quality up for it. I'd try to rewatch One Piece too if it had a Kai version. The thing I hate the most about Rock Lee ~~is how underwhelming he becomes in Shippuden. Gets the backseat status even though he was well loved in Part 1.
