Do you know how you get registered to vote in our country? I'm confident you do, but I'll explain it for those who don't know. You check a box while filing your taxes. Sometimes, someone (often a professional tax preparation firm) screws up and checks the box when they shouldn't. Thankfully, the Elections Modernization Act (Bill C-76), by allowing IRCC to share information with Elections Canada, makes it a hell of a lot easier to find votes fraudulently cast by non-citizens. It also empowers the office of Commissioner of Canada Elections with the authority to impose fines and file charges against those who fraudulently voted. Any given person who lives within a political riding is represented in Parliament. Even if you didn't or are unable to vote for a particular representative, you are still free to address your concerns to that representative in an effort to alter their voting in Parliament. There's racist cops everywhere. In Republican-run areas, Democrat-run areas, and everywhere in between. I grew up in a family of racists, all of whom were staunchly Democratic voters. Thankfully my dad was a wiser man and believed in the true meaning of Democracy. He was my only male role model who wasn't a huge bigot and voted all over the map for what he believed in, not the party. It's weird the women in my family were never racist, even though their SO's were. It was pretty rough growing up with those morons, who not only were disgusted with my opinions on race, but because I was pretty much only defended by the women of the family I was a "Momma's boy" and a lot worse. I truely loved my dad for the way he stood up for me against a family he was only a part of by marriage. So, theoretically, a person with an erroneously issued voter information card and a utility bill with the name and address of the intended recipient of the voter information card could fraudulently vote. Of course, seeing as IRCC can now share information with Elections Canada, it's quite easy to find out if a permanent resident voted when they shouldn't have and they can then be fined or indicted for doing so.
