In fact up until recently, most police departments and the FBI used .40S&W purely because the FBI thought in hindsight that more stopping power was the solution to poor marksmanship. Lol no. They moved from 9mm to 10mm because of the Miami shootout and a 9mm Winchester hollow point only slightly penetrating one of the shooters hearts. Bigger caliber would have blown his heart out. They found that most FBI desk clerks couldnt handle the recoil of 10mm so they loaded it down, then S&W necked the round down with the same FBI load for .40 s&w because it could be carried in a model 59 frame. Also the agents using revolvers didn't carry speedloaders. So the real take away from the Miami-Dade shootout is the FBI came in half-cocked and could barely shoot two bank robbers from across the street.
