What should be the fundamental role of government? Securing the borders, since without borders you don't have a country. This includes restricting/monitoring traffic as well as military defense. Maintaining a system of laws and appropriate enforcement to provide order and stability. Without order and stability, it's difficult to have a productive (and safe) society. Creating and maintaining a general set of public works and infrastructure. Without infrastructure, you can't facilitate the distribution of goods (which limits a society's overall productivity). Everything else builds on those broad fundamental concepts.
