This would be the 4th annual best ceer tournament, and hopefully 3rd completed one.

2019 began with a bang, but ended with a whimper in terms of the competition. This year, I want some suggestions on how I can make the next 127 days of competition go along better.

Part of the issue last year was that I was IP restricting every single matchup, yet people were still finding ways to stuff votes. I did not want to intervene for the longest time because I have no proof, and I feel getting too involved will just make it not fun. I thought it would correct itself as well, but I can't say it really did. Many were disappointed with my actions last tournament, so I would like to think of new methods that could be used.

I still want the polling system because this tournament is for all CEers, including lurkers, that would rather not speak or keep their vote a secret. In the end, though, I think that this can no longer be the only way we decide winners, it should only be one factor in deciding.

I have heard some suggest posts should be another way of voting, and we simply count post votes. I am considering this, but there are a few things: this does not eliminate the problem of alts voting. I would like to take a more proactive approach and if I find an alt, I will ban both the alt and the main account from post voting for the rest of the tournament, and of course, not count their votes from then on. This will be different from my standard last year of sitting back and letting the tournament go on itself. To counter a flood of alts, I will create a karma floor to decide what votes count.

Lastly, I would like to create a panel of, say, 8 (the original CElite Eight if they would not mind) people who will vote every day themselves in secret, on a separate page, still deciding how, and their voting will also affect who wins.

I still have to decide how much each section will weigh, but if you have any suggestions, or would like to join the panel in case I decide to open it up to more than the CElite Eight, please give me anything you got! I want the 2020 competition to go better, that way, it can be more fun for all of us!

Maybe make it that post voting, and not poll voting is how we go, and any users with an account created in 2020 are excluded from the vote. It would take a lot of work having to check those names, but it would eliminate some of the alt users right off the bat. any true "new user" that has registered in 2020 technically isn't gonna know much of anyone here anyway.

this is the only way to be fair
vote in topic only with your account
only people registered in the tournament can vote in this way. this must be done on a private board

after which a topic on ce is made with the promise the people involved will note vote
tc will make his vote.
tc will then switch to an alt and vote again and show the "vote from same ip is not allowed" and screenshot it and place the image as an edit in the first post

tc will continue this for each match until the end of the first round. tc will then average the number of votes per match then divide the average by each member per match, this should give an average of which match is being tampered with if any (which should be almost impossible since tc will prove tv put an IP lock on it as the earlier point advised).
If any match has an unusual number of votes, 150% or higher than average count, it most likely has been hacked and only the votes of the tournament users on the private board will count

The biggest issue last year was someone would have a landslide lead, like 49 to 12 the first day, and we would get on the next late morning/afternoon and suddenly it was like 50 to 52.

Someone was using a mass amount of alts to completely change the outcome, like Pi said, it couldn't be proven, but i'm sorry, you don't have a 37 vote lead one day and lose it within 12 hours. If it happened once, sure, it was a fluke, but it happened like 5-6 times in the later rounds and if one user is determining the outcome it just ruins the tournament and it becomes pointless.

Maybe as mentioned above, have users register and vote on a private board and the results can be tracked here with no poll, and have a page up daily for discussion. The users should have to have a certain amount of karma to participate. I think a lot of us at this point have a general idea of who all our normal regular users are, so even in the event someone doesn't have a lot of karma, for example, CalypsoDoom, we all clearly know who she is and she isn't an alt of a troll user. People like that are fine to participate also.

Well, as I said, I don't want the tournament to exclude lurkers, or those who want to vote in private. I just don't want it to be the sole way of determining the winner.

I like the year restriction. I would probably restrict it to anyone before July of 2019 since that is when the 2nd ceer tournament started with nominations. That way, if there is a chance someone created alts just for the tournament, their alts' vote would automatically be excluded from the post vote.

The way I worded it in OP would be a proportional vote off each section, but each section only has 1/3 of the weight. It's not winner-take-all for instance. Let me describe it if it was poster A vs poster B for instance.

Let's say this was the breakdown for the Poll, Post, and Panel

Poll: 33-19
Post: 5-9
Panel: 3-5

It wouldn't necessarily be in favor of poster B just because they won Post and Panel votes, it would be broke down into percentages of total vote and multiplied by 1/3 for each section:

Poster A:
Poll: 33/52x1/3 = .2115
Post: 5/14x1/3 = .1190
Panel: 3/8x1/3 = .125

Total: .4555

Poster B:
Poll: 19/52x1/3 = .1218
Post: 9/14x1/3 = .2143
Panel: 5/8x1/3 = .2083

Total: .5444

In this case, Poster B did win since they received 54.44% of the total points

It may seem like that is a lot of math for each day, but keep in mind, this would be me doing it, and I don't mind doing math. This way, the poll can still happen, and it would really make it hard for vote stuffing to decide winners. If someone who is clearly more popular is up by 10, and shenanigans happen to make them lose by 1 within 20 minutes, most likely, the panel and post vote will still make it where they win.

The only way users have multiple alts is with a VPN which is how they can make so many accounts. IP locking wouldn't prevent VPN users.

Alright, I think I'm going to go ahead with a combination of ideas:

Private board, only users pre-July2019 are allowed in to post
CE, the polls will happen
Panel of users, candidates are Mabus, and I can't believe I'm saying this, Brutai, to help guide and vote for users each day. We need more, and I, myself, am not a voter on the panel as I do not want my vote to be discovered in any way. I will only vote through the poll option. If they feel a poll is compromised beyond belief, they can vote on a veto of the vote and each poster will just receive half of the poll points.

All will have 1/3 of the 100 points given out per matchup. I expect poll total fluctuations since certain days just have more popular posters thus more votes.

I just wanted to give the option since you have been one of the ones rallying against the way I conducted my tournament. Thought it would only be fair.

If you feel that it would be unacceptable to most, though, I will look for other members of the panel.

Only exception is Complete_Idi0t due to his gimmick, don't know how serious he'll play it, even behind closed doors. That is why I replaced him with Leana, whom I trust. They are obviously not required, but I think I want at least 8 on the panel. That allows for ties, but I do not mind ties.
