I got an RPG maker for the PS1 and played the preloaded game that came with it and that's the extent of my RPG maker knowledge. But it seems pretty cool conceptually and I'm sure there are some good ones right?

I think To the Moon is the most notable, although it's an adventure game as opposed to an RPG.

Do you mean...tools that let you develop RPGs?

because the PC RPG Makers are on sale on Steam right now iirc. As part of the Golden Week sale.

Game Maker Studio is also decent, but youll be doing a lot of the grunt work yourself, but itll end up giving you more freedom if you want to experiment.

One if the best ones is "To The Moon" but it's not really an RPG.

I've played one other I thought was fantastic but can't remember the name of it at the moment.

Yume Niki is probably one of the most noteworthy ones, and I think Anodyne was made in RPG maker but I'm not 100% sure

OFF is a good one as well

Games I can think of off the top of my head...

The Way Ep. 1-6
Hero's Realm
Alter A.I.L.A & Alter A.I.L.A Genesis
Theia - The Crimson Eclipse (a newer game but pretty good from what ive played)
Paradise Blue (i really like this one)

Those are just the ones that came to mind immediately. Rpgmaker.net has a ton of them (including these) and filtering by completed games and sorting by rating/downloads will probably lead you to most of the good ones. The older classic ones (like The Way) may take extra searching if you want to find more like em.

Glad that some people mentioned older RPG Maker 2000 games. No one ever seems to talk about those anymore. The Way is my favorite game of all time and has an amazing story. Legion Saga is a total rip off of Suikoden but is still quite likable and was another of the most respected RM2K series back in the early-mid 00s.

I'll add that Everlong gets high marks from me despite being nearly a Final Fantasy fan game. Everlong is one of the lesser talked about classic RPG Maker games but is probably the most complete, like an actual old SNES game. It was even still getting updates after being ported to an engine that allows it to go beyond the limits of RPG Maker 2000/2003. I played it after it got a massive content update in 2016 that allows two previously temporary party members to join you permanently and had an absolute blast.

Dragon Destiny was another good one. It featured a semi-open world and had a weird quirky sense of humor at times. Its download should be on the page below. Served as a semi-sequel to an earlier game of the creator's named Bob's Big Adventure, about a Minotaur named Bob trying to take over the known world, (which seems to have disappeared off the web, meaning that I should probably upload it somewhere).
Also featured plenty of minigames and the like, such as monster battling.

Last Dream is really solid one heavily inspired by early final fantasy. You select a party of 4 from 8 jobs, similiar to the first final fantasy. There's a fair bit of character customization, mid-game promotions, some lufia style puzzles and a lot of optional side-quest content. There's also a story that's mostly flashbacks about the villain which is kind of interesting.

There's a sequel too, but I didn't get far into that one.

Pretty sure that 2000 was Windows only. Looks like the PS1 RPG Maker was released in NA in 2000 though:

Also, for most RPG Maker 2000 and 2003 games, you need to have the game's respective RTP (Run time package - the engines' default graphics and audio) installed and, ideally, the game's respective engine. In other words, it helps to install the unofficial translations of RPG Maker 2000 and 2003 along with their RTPs before you try to run a lot of the games. Can't link to them though since they're considered piracy.

Thinking of some other games, there was NigSek which was an open world, turn based, 2D sequel to Ocarina of Time and a now lost RPG Maker 95 fan game:

You basically play as a pair of beings, Nigrowb and Sekapook (sp?) that are sent back in time to prevent the assassination of Link and/or his parents several years prior to the beginning of Ocarina of Time. There's a decent number of missables so you need to go damn near everywhere every single day before certain events happen on subsequent days, but the game is very satisfying to play, especially once you start going to dungeons, all of which are optional, IIRC. The game even has FMVs and almost entirely original graphics, unlike most other free RPG Maker games of the day. Only downside is that various versions are riddled with bugs, but I believe that the version I linked to is cleared of the worst of them.

Taut is fairly interesting--it feels like an SNES demake of Silent Hill 3 (PS2) with Final Fantasy IV-style characters and maps.
