Sometimes. A lot of gamers are petulant children who know nothing about how games are actually made and devs have to please as many people as possible.

all that developers can do is create what they want (ideally) and hope that the product appeals to others, since "gamers" have no uniform desires outside of what they view as quality products

It depends. I remember before GTA4 came out there were a lot of users on the boards who thought a GTA with a realistic car fuel mechanic would be a good idea lol

When it comes to lore and the like yea, the average fan knows better than the devs usually. Gameplay usually the devs know best outside of things like DmC and mobile adaptations.
