The goverment has not issued any free money or free money cards. Do not click on links on facebook offering it. The scammers are smart and are turning off notifications on the posts, so people can't warn that it is a scam. All you can do is report the post for now and wait for a moderator to remove it.
There are no cash cards that you can get by following links. Sadly most of the people who fall for this stuff are unlikely to learn from the incident are just as likely to fall for similar shit the next time.
