It's about a world where baby Superman didnt land in Kansas, he landed in Russia during the cold war. That world also has a version of batman that grew up in Soviet russia. It's been a long time since I read the comic so I dont really remember what batman does in the comic. But I think this scene was made up for the movie. Imit seems new

Soviet Russia backed by Superman actually does create a communist utopia, but it also goes along with the lack of freedom Batman mentions here.

Comic ending spoilers:

Luthor persuades Superman to give up power. Superman does so by faking his own death. Since Russia was the last country not led by Luthor, he becomes a world dictator. Life is good for a few thousand(?) years, until one of Luthor's descendants named Jor-L, sends his son Kal-L back in time to avert a coming catastrophe

*movie ending spoilers*

the Green Lanterns are headed towards the USSR and Superman intercepts them. he gets the upper hand, but they're successful in confining him. Wonder Woman comes to save him (as a "for an old time's sake kinda thing") but sees that the world of men is too violent and will never change, and tells Superman that no man will ever find her home island, or something like that

after the fight, he comes to the US and is confronted him the shrunken St. Petersburg thing and realizes that he was wrong and that humanity should govern itself, and Brainiac is like, "lol, nah"...so him and Luthor team up to fight it and Superman sacrifices himself to save the world from Brainiac's exploding ship

Luthor steps down as president sometime in the 80's, with Olson (who was previously the VP) becoming the new president, and during his farewell speech, Lois looks into the crowd and she sees "Clark Kent" as one of the spectators, and smiles

In his entire life, the thing Superman was most horrified by was Brainiac's shrinking of Stalingrad. It was his only real failure. The people of Stalingrad are helpless, forced to rely on Superman to deal with a single cockroach that got into their bottle. Brainiac defends it by saying that he cared for the cities that he bottled and met every requirement their species needed. Superman states that it took away what made them human and there's no excuse for that.

Lex is pointing out that Superman is doing the exact same thing on a larger scale. IIRC, the Soviet "utopia" works partly (or mostly?) because Superman micromanages the fuck out of it. By caring for the people of the worlds and giving them everything "their species requires," he's making them completely helpless and reliant on him. Lex, much as he does in the mainstream comics, finds this abhorrent because it's an alien god quashing the potential of the human race. It just so happens that this Superman actually is doing that.

I think anyway. There are probably a few ways to interpret it, but that makes sense with Lex's characterization.
