I dunno this doesnt seem like that big of a deal The main problem is that the entire point of license plates is to serve as ID, not so people can get vanity boners. And while you might love the idea of having a plate that is just four poop emojis in a row, more obscure emojis in combination can make it extremely difficult for anyone to actually ID your plate number (Umm, he was smiley, crying guy, poop, confetti, unicorn, and a sort of confused looking guy, maybe?). The counter-point is that we live in a world full of cameras, so in theory no one is writing plate numbers own or reading them out loud as opposed to just taking a quick picture with their phone, but a) there ARE still people who don't have camera phones, and b) from a distance it might be harder to distinguish between emojis.
