I feel like most people say it's Atlantis or Treasure Planet. But now since they're talked about so frequently because of that, it's not really underrated but instead just unnoticed

So, Hunchback of Notre Dame is my pick.

Make Mine Music is kind of shit. Ichabod and Mr. Toad, and Fun & Fancy Free are probably the best of the bunch. The Three Caballeros is halways decent. Though I guess technically Many Adventures of Winnie the Pooh is also a package film, in which case it is leagues and bounds above the rest.

I don't think it's underrated, but Emperor's new groove is underappreciated BY disney. I guess it isn't very merchandisable longterm.

The Great Mouse Detective

It was released at a time when Disney was trying to find its voice again in the pre-Renaissance / post-cute talking animals era. They could tell that society was shifting toward the mature and cynical, but weren't really positive what that meant for animation. As a result, the film features greater levels of violence than most Disney animated films, a Gremlins-inspired jump scare, and a sexy (if you're a furry) song and dance number.

As it's based off a British book series, there might be some licensing issues which prevent a re-release. (Or maybe Disney just doesn't want your kids watching a mouse perform a strip-tease.) But it's a legitimately good animated film boasting some memorable characters and enjoyable voice work -- especially from the deliciously wicked Vincent Price.

I like Dumbo a fuckton, but considering it came out around the same time as Pinocchio and Bambi I definitely see how it gets overshadowed by that group.

Great Mouse Detective is a good answer. Relative to it's quality it's barely talked about.
