Rogue One felt more like a war movie than the rest of the Star Wars movies and it probably did action better than most of them (though I understand that this is difficult to measure considering the tech limits the originals had). I think the main reason this flaw seems so jarring is because the originals were so good at balancing action and drama. --- Yes, it is against the terms of service.
