You can after a few seconds press the same button that uses weapons or boosts to stop the randomization on one of them. I know depending on your place you have a higher or non-existent chance of hitting certain weapons or boosts. Is it still random even though your chance to get something is based on a number of static factors plus a button or no?

Depends on what you mean by random. Computers aren't all that great at being random. So the reductive answer is flat out no because you're playing a computer game. The game you're playing, and it's particular workings are irrelevant. What we're really talking about is whether or not an outcome is unpredictable in a way that's sufficient for the needs of the game. You tell me: can you predict what power ups you're going to get in the heat of the moment? If you can, then I wouldn't call that very random, and if you can't than it's "random" enough.

I guess if theres a pattern to the randomization then you could influence the outcome if you knew the pattern with a button.

I vaguely recall that in at least one of them you could time your press just right and get a mushroom or banana peel as desired. and Nintendo definitely likes to have timable slot machines in their games. but, I don't see anything online that says that this is possible, so probably not. more recent games definitely seem to have probability tables, so then it's definitely randomized in those ones. info specifically for the original Super Mario Kart seems to be lacking though.

Random to some extent. You get better weapons the further behind you are and the computer always gets the rarest weapons.

Yeah the NPCs get weapons you dont ever get in Super Mario Kart plus whatever they get from squares.
