It's a bio weapon that turns everyone into zombies who then kill your own men.

Why is that more valuable than a bomb?

To protect the technology and buildings for the conquering invaders?

Well now they have to deal with hordes of zombies who kill their own men

and for two, everytime their is an outbreak the US Just bombs the place anyway

Similar to Weyland-Yutani in Alien, I don't get how they profit from their evil plan, assuming it went well.

One time payment of scrap from 2 bit billy the terrorist seems less economical than just making pharmaceutical products and or bombs for the US, Europe, Japan, Israel for centuries

The zombies were more of a bad side-effect. They didn't really sell the T-Virus, they researched the different mutations it caused. Their goal was to create Bio-Organic Weapons (BOWs) like the Hunter. This research eventually led to the Tyrants who had superhuman strength and durability with the intelligence to follow commands. Mr. X in RE2 is an example of that.

The point of the t virus is to make tyrants, zombies and such are just an unintended side effect. During study they did manage to figure out ways to weaponize zombies yes, and even made money odd the side by making Hunters which were surprisingly effective, but the whole point was the development of tyrant super soldiers.

during Resident Evil 1 its basically unfeasible and the rate of people just dying and becoming zombies instead of tyrants is ridiculously low and they cannot be fully programmed. By resident evil 2 they have effectively approached a feasible method of producing the Mr X tyrants and they can input programming into them

I am fuzzy on the details of the nemesis but from what I remember its actually a parasite that puts the t virus to shame but is multitudes times rarer to actually function with a body and not kill the host compared to even first generation tyrants. But the ones that it does function with are the ideal bioweapon because they retain a degree of intelligence and by the time of RE3 are completely programmable

Mr X couldn't kill alittle girl and was defeated by a teenage girl with no military training in short shorts

Tyrants and Hunters are the only success that is created from the T-virus everything else is just a horrible experiment or accident. Also Umbrella is interested in normal weaponry as Resident Evil 3 showcased. Bioweapons make a more interesting video game than just a company arms dealing.

Even if you bomb the hell out of your enemies, you will need ground troops.
And bombs are expensive.
If you could turn parts of your enemy armies into zombies, they will fight each other and greatly reduce their numbers, making it easier for you to swoop up the rest.
And if you could produce badass zombies that you can program into fighting for you, with weapons, then they should be able to kill those zombies relatively cheap without any worries for deaths of your soldiers.

The idea behind the T-Virus was to make a highly contagious virus that could wipe out the entire population of a city. If you can kill all inhabitants while leaving the city's infrastructure intact, that's absolutely invaluable.

On top of that, the ability to genetically alter and give someone super human abilities also can be profitable.

It's just that they never wanted to give up on that idea I guess.

In the case of Tyrants like Mr. X, you could drop 6 of them in an area from the air and let them do their thing. They were disposable too. After they finished a mission they could be killed off. Some Tyrants were given bombs attached to their hearts that could kill them when needed. Or in the case of Nemesis, in time the parasite would kill off the body.
