You give them a mission and then drop them into a deployment zone. In the case of Tyrants like Mr. X, you could drop 6 of them in an area from the air and let them do their thing. They were disposable too. After they finished a mission they could be killed off. Some Tyrants were given bombs attached to their hearts that could kill them when needed.
