The DNC List works by levying fines against businesses who call consumers who register for the list. It's an after-the-fact system that really only impacts legitimate businesses (although most businesses will buy the DNC List each year and use it to scrub their leads to comply with the system). Most of the spam robocalls don't have an actual business attached or, iirc, even a legitimate phone line. And for organizations engaged in fraud, they're already conducing criminal activity so the threat of fines is minor compared to the threat of prison. The calls I get are all scammers from Pakistan. Pretty sure that is where I heard the majority are based.

Spammers usually call in from a spoofed number and then request you call them back at a completely different number that will actually reach them. They frequently will make their number look like its local so you might think that someone you know is calling you to trick you into picking up, when the real number is some 800 number instead. --- Que sera, sera. When you're already planning to break the law by scamming someone or phishing someone, why the fuck would you give a shit about breaking the law by ignoring the Do Not Call list? It's like going out of your way to not jaywalk on your way to murder someone on the other side of the street.
