Because my legs get hot easier. If my arms get cold though, then I feel cold at my core.

I'm still confused. Say it's like 40 degrees, what makes you go: this is the right time for shorts?

I'm genuinely interested.

I was talking about this recently. Shorts with short sleeves or a tank top is fine. Long pants (like jeans and sweats) are fine with pretty much anything. But shorts with something long sleeves always seems weird... Idk why?

Personally, I can wear shorts long after I start to feel like I need long sleeves or a jacket of some kind, mainly because I don't really lose as much heat through my legs as I do through my torso.

Send me out in a 40F day in shorts and a heavy jacket and I'll be perfectly warm. Reverse that and send me out wearing long pants and a short-sleeve t-shirt and I'd probably be fairly chilly.

This was only exacerbated back when I used to run track, or when I'd go walking/hiking - I'd generate so much heat from my leg muscles that I'd actively overheat (and it would make my legs itch like crazy) if I was wearing long pants that trapped the heat in. So I pretty much HAD to wear shorts if I was doing anything athletic, no matter how cold out it was.

I almost never go out wearing shorts from November-March or so no matter what the temperature is, though, but that's more of a social thing than a physical thing. I could easily wear shorts in any temperature above 50F or so and be completely comfortable if people weren't constantly judgmental about it.

I usually see that in spring when the sun is hot and everything is melting, it's still chilly really but it seems pretty warm compared to winter so everyone whips out the summer clothing lulz. Also I think Orgusima might of got his conversions wrong cause no fucking way i'm I or anybody else is walking around in -17c degree weather in shorts and t-shirts.

Shorts are more comfortable. My legs arent that cold.

This.

As long as I have socks, my legs stay warm much easier than my upper half, especially if I'm walking or running or otherwise in motion.

It's not really about ideal temp for the combo vs. winter jacket and pants, it's more "shorts are so damn much more comfortable than pants, I'm gonna wear them whenever possible."
I don't do it often but I guess when I do it's in the mid 40 deg. F range. Too cold for a lighter jacket; not so cold that going out in shorts is intolerable.

Im old, wear shorts on cold days with a parka long enough so that you cant see my shorts, a beanie and dress shoes with black socks up to my calves.
People pull over to give me rides to wherever I want to go because they think I have Alzheimers.

I mean that is still t shirt weather, but my arms get chilly faster than my legs and shorts are more comfortable than pants. So shorts it is.

assuming you're going to be working (walking) you might need help to keep your torso warm, but letting your legs breath just helps you not overheat since that's where you're going to be generating a lot of waste heat. about the lowest I used to be able to withstand with shorts on is about -4C (25F). (lower than that starts to sting and seems to start to hurt your skin/muscle a bit.) general rule is, if you're cold, walk faster.
