I am currently doing cyan/sabin/shadows little scenario so most of the party is assembled already. I'll probably end up sticking with Celes, Gau, Edgar and someone else. Edgar's tools are just too good. I'd choose sabin over him but blitz is pretty busted once you learn bum rush. Maybe my 4th will be Strago just because... why not?
