Given that they made an 8 y/o a ranger in Turbo, anybody can become one apparently. Of course, these days I think you'd have to live in New Zealand since they had just been hiring locals where they filmed.

The command center for seasons 1-3 is a real building in California.

He "grew" (iirc, the explanation might have been that suit expanded to make him look like an adult), because the sentai source material had an adult in the role and Saban just did this because... well, Saban.
