It's more geography; hilly, foresty areas are where the outages were planned. All of SF was spared cause it's a literal urban area, and it's not like they redlined places like the Tenderloin or Bayview/Hunters Point for outages. Plans for outages in Oakland seemed to be mostly in the Hills (rich part) and not poorer areas of West/East Oakland.
