Much more time is dedicated to the kids being kids than Pennywise, tbh. Pennywise was always described as campy, not menacing. He did far more slapstick (with real world consequences) than anything deliberately menacing. And the book was pretty even in tone. The miniseries was not, it was always more comedic and light.
