I found a post on a forum where a person uses a joke about a leader going to war against Mars for resources. The leader winds up taking most of the spoils of war but shares some of it with the people, the media take hold of the story and blow it out of proportion and everyone loves the leader for doing all these things for the populace. It could also be a reference to War of the Worlds (the aliens were from Mars). Russians have taken some references from Western media and literature and kept it alive even better than we have in some cases.
