https://boundingintocomics.com/2019/06/13/rumor-alex-kurtzman-fired-by-cbs-test-shows-for-star-trek-picard-are-horrible/

According to a company insider Alex Kurtzman, who launched the Star Trek Kelvin Timeline with Star Trek XI, has been fired from his positions as Executive Producer for Star Trek: Picard, Star Trek: Lower Decks, and the upcoming unnamed animated Star Trek TV show. Alex Kurtzman currently has a 5 year contract with CBS and as such likely wont be dismissed from the company outright, but rather will most probably be promoted out of the building instead. According to this rumor, Alex Kurtzman has refused to give up his Executive Producer titles but 3 other unnamed people are now operating as showrunners in his place. Alex Kurtzman was also initially the Executive Producer for Star Trek: Discovery, but was no longer involved with that series after its first season, with writer Michelle Paradise being its now third and current showrunner.

It is not known exactly why this has occurred but test shows for Star Trek: Picard may have been a contributing factor as the show was allegedly polling an 80% negative favorability rate, with the 20% who tested positive apparently labeling themselves as Abrams fans. While the $8 million cost-per-episode for Star Trek: Discovery was completely covered by Netflix in exchange for sole distribution rights outside of the United States, CBS was not able to arrange the same deal for Star Trek: Picard. Instead Amazon Video secured the global rights for it for likely far less. CBS almost certainly would be uncomfortable spending such a large sum of money out if pocket on a show that was testing so poorly and replacing Alex Kurtzman as the showrunner would give them a chance to make drastic changes to make sure audiences like the end result when it finally airs.

He probably just rode on the success of people who knew what they were doing and pretended to share a fraction of the same vision and talent when the opportunity passed on them to continue onwards.

E.g. it's exactly what happened with Kathleen Kennedy and Star Wars or the lead writer of the recent Doctor Who with the female Doctor.

Raimi and Tapert "did" Xena (Tapert quite literally "did" Xena in a different sense, pun intended).

Kurtzman's contribution to those shows was basically writing about a dozen scripts in the worst seasons of each show, and fronting some money or handling behind the scenes admin (ie, what the "executive producer" credit usually means, except when it's used as a nepotistic favor for friends to get a cut of profits).
