Ultimecia barely seems to have a personality, which was sad as the story offered so much potential. Crazy isnt scary to me. Its hot. Golbez isnt truly a bad guy. He needed more exposition anyway. Most do. Seymour is just a megalomaniac and starts off kinda good. Hes a boring arc to me. Not really badass. Yunalesca shits all over him. Ultamecia isnt scary. Shes a female. Females to me cant be scary no matter how powerful they are. Take Hela from Thor. She could stab me with those green knives all day and Id still want to marry her smoking hot Cate Blanchett ass Exdeath is cool but needs way more exposition. I barely remember him. He just appears at the end as some ultimate badass. So what? Garland has potential but needed more exposition. Not his fault considering he was the first in an old game. Kuja I cant say much about. I just think hes a weak monkey looking dude whos quite effeminate and no where near scary. Vanye? The curly dark hair and his pretty face take it all away for me. At least Sephiroth looks mystical. You can't even say it's solely to counter a greater threat, because he retains power and continues to act the exact same way even after the threat is defeated. And then covers it up. And then kills the woman he married solely for political advantage. His intentions may have been noble at some point, but that's true of lots of villains. The road to Hell is paved with good intentions, as they say. He's definitely not a hero, or even an antihero, really. At best you might call him an antivillain, but even that depends on how much you assume he retains good intentions for the length of his reign. He's not really an antagonist in the literary sense, though, because he's rarely your direct opposition. Sin should definitely be listed. And in a somewhat similar fashion, Nidhogg from FFXIV was also great; shallow as a puddle but sometimes you need a big bad evil guy whose motivation never steers away from "I will never stop hating you, ever." Idk, very few villains are overtly offensive or annoying save for the space fleas or monsters that get revealed literally in the last hour of the game with practically no build up.
