It is half a plot but that seems like a really irrelevant argument because you already know what the whole plot is and that doesn't change. You're paying for an interactive experience which will be provided to you complete with many hours worth of gameplay. A better analogy is when movies based on books are split into two parts, and then a bunch of filler is placed in to justify splitting them. Granted, we obviously don't know how Remake will be fleshed out so it could work better here.
