I think those aesthetics were more easily digestible and exploitable by Square Enix than the more complex stuff in a moment where Square was particularly desperate for money (because of the failure of The Spirits Within). And we the fandom were keen to revisit FFVII in just about any capacity, such that even Nomura's aesthetic choices in character/setting design or mere nods to FFVII were enough to have us slavering at Square's (or maybe SquareEnix now) door. The evil corporation is first overshadowed by a much bigger threat, then puts up a serious effort to stop it, then opens the way for the party members to finally take down the threat, by doing what it does best--eating the planet's spirit energy. If it hadn't been for Shinra, Sephiroth would have achieved his goal.
