Heated seats are way older than 2003. It's always been more of a luxury car/added option thing, they still aren't standard in very many models today AFAIK

No idea if it's common in new cars or still an accessory. Mine has a CD player. No MP3, no GPS, no phone crap.

I use it when its freezing outside yes, but that's usually the only times I do...as it gets rather hot. It even gets too hot in freezing temperatures.
