I use "freedom" vaguely because that can be whatever you think it means, whether it's freedom of movement or freedom of choice or freedom of freedom to build whatever.

For me, Breath of the Wild. Can't think of any other game that made me just want to ignore the quests and go looking around aimlessly at things as much as this game did, even games with bigger worlds and more content.

I'm loving the Witcher 3 and it's undeniably more full and more thought out with more freedom of choice, but I still always have that sense like I'm just plugging in an active quest and following a line until I get there.

I agree. BotW was probably the best sense of freedom. That, or Fallout 3.

I make an important distinction between 'free, but empty' and 'freedom to interact meaningfully'

D:OS1 was way up there on the latter for me.

not really, social characters are useless, but if you play solo, or few, INT become very important because it gives you more skill points.

This is a really good question. I'll say Steep, in that the whole point of the game is exploration, and there isn't really an end point you're expected to get to.

Skyrim.

There's really not much that variety in the game outside of how you build your character but the world feels so free I always find myself going back to it because it feels like there's no end to what I could potentially discover.

Minecraft, no contest. And especially with mods.

Next up probably Little Big Planet

I was going to say the GTA series because I like causing havoc but these are really really good choices.

Dark Souls.

Thousands of possible builds, glitches turned to tech, dozens of exploits, and various approaches through its progression makes the game immensely satisfying and hyper addicting.
