Is this a gag? Because no pets usually just refers to larger, noisier animals.

Otherwise you could use the tank for an underwater garden.

an underwater garden can be nice. or even just have it set up for tropical fish, but not actually any fish in it can just look cool

I was thinking maybe you could make a little diorama with it. Maybe you could even fill it with dirt and twigs and have it be like a little landscape. One other thing that would be cool is to paint the glass and maybe put in some sort of LED lights or something to make it look decorative.

If they won't even let you have fish, I think it has more to do with filling the aquarium with water than the actual animals... So, it would probably have to be something dry. A landscape or little garden could work. Or an area for a collection of something. Or a miniature version of your favorite scene from a movie.
