Activists set up the camp near the local office of U.S. Immigration and Customs Enforcement after an outcry over the agency's crackdown on illegal immigrants.

The only source anyone is citing for this is a local channel, and likely they just spoke to police, who were probably the ones to declare it a biohazard risk without any proper scientific inquiry. Of course, they'd be right to do so with lack of data and information just to be on the safe side, but taking that risk precaution and twisting it into fact is well, all too typical for the media, I'm afraid.
