22. Wheatley (Portal 2)
I knew seconds into Portal 2 that I was going to enjoy Wheatley, with his neurotic, confused nature and barely-competent tutorial, and it only got better from there. Him becoming the villain was incredible and continued the tradition of the series having phenomenal and hilarious villains. Virtually every line of dialogue he had was hilarious and made the game that much more enjoyable.

21. Lloyd Irving (Tales of Symphonia)
Tales of Symphonia was one of the first real RPGs I played, and it was a wonder to behold. Lloyd himself is very stupid, but like, ignorant stupid, not illogical or unsociable stupid. Actually, quite a few times in the game he displays a level of competence that suggests he is much more aware of his surroundings then he generally lets on. He's just not booksmart and it makes for a great running gag. Most of all, Lloyd is a fiercely loyal person and frequently puts himself in danger to protect or avenge a friend, and cringeworthy as he can be, he makes a great and rootable protagonist.

20. Callie & Marie (Splatoon)
Splatoon was one of the first predominantly online multiplayer games that I ever played, and I thought the stage rotation was really fun and well done. It allowed for there to be a ton of stages but rather than get a random one out of a large list each game, you got to focus on two at once. But oh man was I excited come rotation time, because it meant we got to have a funny little banter from the two awesome hostesses. Splatfests were a blast because their concerts were fantastic. And their role in the single player mode actually truly shocked me! I'm glad they returned, albeit to a smaller degree, in Splatoon 2.

19. Magus (Chrono Trigger)
At first Magus seems like he's going to be the main villain of Chrono Trigger, and a really badass one at that. The lead-up to the first fight with him is one of my favorite lead-ups to a non-final boss fight ever. Then you find out that he actually has a tragic past and isn't as evil as you're led to believe, and if you skip an absolutely epic battle (damn the game for making me choose between these two things!) he joins your party and helps you out as one of the best party members in the game. Add in a cool design and the fact that he's a quote machine, you've got yourself a damn good character.

18. Ganondorf Dragmire (The Legend of Zelda)
You have to appreciate a villain that just keeps coming back generation after generation over hundreds of years despite being completely destroyed time and time again. Ganondorf himself is badass as hell, and one of the most truly threatening villains in all of gaming. His smile and laugh are creepy as hell, and when he finally breaks in each game it's just so thrilling to watch him lose it and become basically pure darkness. Honestly, the biggest reason I want a Zelda movie is to see how well they do Ganondorf. My personal casting choice? Norm Lewis.

17. Clementine (The Walking Dead)
Admittedly I've only played the first season of The Walking Dead, but I enjoyed Clementine enough to put her here without having played the rest of her adventure. Her youthful but not completely naive fearlessness and optimism was a bright spot on a very dark game. The way she put her faith in a complete stranger not only showed her commitment to finding her parents, but also fleshed out Lee, who looked after her like a daughter. The sorrow when she finally found her parents and the gut-wrenching decision she had to make at the end of the game (of course I shot him) were two of the most emotional moments ever. Someday I will play the remaining games and get to experience the rest of her adventure.

16. Godot (Phoenix Wright: Ace Attorney - Trials and Tribulations)
When you first meet Godot, he seems like he's going to be the most comical and at the same time most ruthless prosecutor so far. Another quote machine, he often goes on nonsensical rants (mostly about coffee) before proving his point, and treats Phoenix as a buttmonkey, both of which are utterly hilarious. But then the later cases come along and you find out that there's much more history and depth to this character than originally meets the eye. After finding out his true identity, and solving the final case, he ends up being one of the few murderers in the series that you don't walk away feeling is completely evil, because of a ridiculously complex situation that could only exist in the Ace Attorney universe. It ends up being a nice ending to a fun, complex, and well-written character, and a great ending to a great game.

15. GLaDOS (Portal)
If Magus and Godot are quote machines, then GLaDOS is a quote machine on maximum overdrive. I could listen to her talk all day and just continuously crack up. That's why she's high on this list. Where as most well-written characters come from character-centric games with hundreds of pages of dialogue, GLaDOS absolutely carries the first Portal game from start to finish, and from a wise-ass tutorial guide to a mercilessly antagonizing villain the comedy level is top-notch the entire time. Then seeing her as a fucking potato in Portal 2 is just the icing on the cake. GLaDOS is one of the main reasons why I'll always love playing through portal. Another fantastic game made even better by a single character.

14. Bowser (Super Mario Bros.)
Bowser was always cool enough, with a very great design that just looked like a good villain for a video game. But as the years went on they started to change his character, and made him from a generic terrifying enemy into this semi-comedic, almost self-aware villain who was growing ever frustrated with years and years of being foiled by everyone's favorite plumbers, and it made him that much more fun to defeat. And yet his real shining moments are in the RPGs when he often plays the role of a supporting protagonist to take out a greater threat. The writing in those games is great, and Bowser steals the show almost every time.

13. Zelos Wilder (Tales of Symphonia)
Tales of Symphonia is an amazing game that didn't exactly need a character like Zelos, but he sure as hell made it a damn lot better. About a third of the way through the game, when things are starting to look hopeless for the heroes and one of them is inflicted with all sorts of crazy shit, here comes this pretty boy who is more concerned with picking up chicks than fulfilling the world-saving burden placed upon him, and he joins the party and pretty much just acts silly for the rest of the adventure. Yeah he has his moments where he is useful in helping the party defeat the Grand Cardinals, and is involved in the only major story branch in the game (this is one of the few instances where I prefer the non-canon choice as I like having Kratos around at the endgame), but as a comic relief, the game really couldn't do any better than Zelos.
