We provide the first evidence that cumulative heat exposure inhibits cognitive skill development and that school air conditioning can mitigate this effect. Student fixed effects models using 10 million PSAT-takers show that hotter school days in the year prior to the test reduce learning, with extreme heat being particularly damaging and larger effects for low income and minority students. Weekend and summer heat has little impact and the effect is not explained by pollution or local economic shocks, suggesting heat directly reduces the productivity of learning inputs. New data providing the first measures of school-level air conditioning penetration across the US suggest such infrastructure almost entirely offsets these effects. Without air conditioning, each 1F increase in school year temperature reduces the amount learned that year by one percent. Our estimates imply that the benefits of school air conditioning likely outweigh the costs in most of the US, particularly given future predicted climate change.

He means that this conclusion should be common sense and not really need a study to recognize it.

common sense is not enough to drive policy

having concrete evidence allows you to put a mic in front of a politician and say "will you fund this, or do you just hate children?"

Most of the politicians who wouldn't do it without a study don't really care about scientific studies to begin with.

Common sense is often wrong about the world.

You're naive if you think facts are what gets a politician to fund something the real mover and shaker is what funding that can do for the politician, will it help them get reelected or will it give ammo to their opponents to say they wasted money on luxury items for failing school districts?

i didn't say it would convince them

i said it meant you could ask them if they hated children

and in doing so, harm their careers

research is often weaponized by politics and serves to advance interests of proponents by breaking the careers of those who oppose the 'common sense idea'

This. The sun revolving around the Earth was "common sense".
