I don't want my own answer to potentially influence the results, but it's difficult to say. there is definitely a cameraman character and a camera crew that exists in universe and if I recall correctly there are scenes which suggest they have some kind of familiarity with the workers at dunder-mifflin. obviously this makes sense if the documentary crew is in the office all of the time for several years. in the end I'm in the same position as you. I can't tell if Jim is just friends with the camera guy and looks at him to get a reaction out of his jokes, or if he's looking at the camera as part of a bit where he's trying to make a reaction for the intended (fictional) audience.
