Some countries already do that, why it spread as a scare tactic. Granted I think the US will get a more slight-of-hand approach than heavy handed "pay for these, or don't get them." That's the one and only change/effect/difference that repealing it would possibly make? Edit: To add to that, NN is one of the only things I don't have much of an opinion on, because I don't know much outside of seeing those talking points.
