Basically, for most types of international cuisine, the answer is NYC. NY also wins the crown for pizza, and I'd even argue best steak. It has quite a few holes, however.
Best sushi goes to CA and Hawaii. Native Hawaiian food is trash, though. Best Asian food goes to CA (San Fran specifically). Best BBQ is split between several states depending on what style you like -- Kansas, Oklahoma, Tennessee, Texas, with honorable mention to Missouri and Georgia. I'm guessing it's winning because of its diversity. For starters, California has almost the entire country covered, vertically - excluding states like Alaska & Hawaii, anyways; southern California has similar Latin-American influence to southwestern states like Texas, while northern California draws similarities to pacific-northwest states like Washington & Oregon, meaning huge selections of wine, various fruit & nut-heavy dishes, etc. California's also filled with big food "hotspot" cities like Los Angeles & San Francisco, which are pretty well-distributed throughout the state.
