It's not so much that porn will take long to download. That would only be the case on smaller sites that can't afford to pay a premium. The really big sites would be able to pay, and thus your viewing of them would be unchanged. Not counting the fact the big sites, now without competition, would have no reason to improve from that point on and would be prone to stagnation. They also might try to pass the increased operating cost on consumers.

Just get a VPN. Not pricey at all. Don't spring for a free one, though. I pay $3.33/mo for Private Internet Access (PIA). They've been pretty good so far. My coworker says he's had good experiences with Nord. Think that's only $3/mo.

Net neutrality was introduced in response to them throttling Netflix, among other shady stuff. It wasn't a problem until they started making it a problem, which is why the regulations were introduced to prevent them from making it a problem. Take the regulations away, and it's going to be a problem.

Literally the only people in favour of net neutrality's repeal are ISP's, and they've spend hundreds of millions lobbying for it. That should tell you that it's worth a lot to them and only them.

But now they're on a time limit so they need to get away with as much as they can before the next election cycle changes the rules back.

Which frankly sounds like a lot of work, from prepping their networks to changing their consumer plans and so on and so forth. That's a lot to do for less than 2 years of opportunity, so they might not even bother.

I used to try watching scrambled Cinemax back then. It didn't work very well except on our computer, which had a coaxial adapter. With that, the picture wasn't perfect, but it displayed consistently. I loved watching that when that computer was in my room (keep in mind this was before wifi was widespread)

What are the chances of that passing, anyway? Do we get any sort of say in this? I hope they pay attention to how many people they're hurting in the process.
