He actually intended to--and perhaps was in the process of--manipulating Giovanni just as he did with N, and he even stated that Giovanni was even easier due to his ambition. While the other leaders were off doing their own thing (or even plotting to change or destroy the game's Alola), he was already planning on using Giovanni to take over many worlds, and then rule them from behind the scenes.

Further, after you beat him, he flies into a rage and physically assaults Lillie (a man who has to be well past 40 or even 50 assaulting a girl no older than 12, at that), and then threatens to kill her if you don't hand over your Pokemon. Thankfully, Colress arrived in the nick of time to deal with him.

Of all the enemy team leaders in the Rainbow Rocket plot, he definitely stole the show.

I just wish they did more with the scenario (though I guess Game Freak and "wasted potential" kind of go hand-in-hand).

Ghetsis and Giovanni are the best pokemon villains, and it's not even close. The former because they actually go all-in on the evil and the insanity. The latter because he's so conventional. He's a mob boss, and he's good at it.
Gotta give the edge to Ghetsis though, because of that battle theme.

Yeah, I do think Ghetsis underestimates Giovanni, and that is actually fitting: Ghetsis thinks he's smarter than everyone. Especially given that THIS Ghetsis was actually successful in his (original)scheme. He's bound to be overconfident.
As for Rainbow Rocket Giovanni, he never had to face Red. Being beaten by Red again and again crushed OTL Giovanni's confidence and led him to disband Team Rocket and withdraw to the shadows. THIS Giovanni was never stopped. He successfully came to dominate Kanto, then Johto, and beyond. His ever-growing power and influence has left him perpetually hungry for more, and the multi-verse beckoned. It may be that this Aether Foundation has the most advanced understanding of dimensions, and thus was a logical first-strike. THIS Giovanni; however, doesn't seem ready to give up.

Really, between Rainbow Rocket, Red&Blue making a cameo, Gladion going to Kanto, and USUM being the last 3DS pokemon games, it makes me think Gamefreak might end up doing a Kanto-Johto game based around the same time of USUM. It's probably 10-15 years after the events of the originals, and we'd be exploring Kanto and Johto in the timeline in which Megastones and Z-Crystals are things. It seems like a great way to simultaneously appeal to nostalgia while doing something new for Pokemon's first outing on the Switch(presumably).

I love how for the first time in the entire franchise they say that your pokemon are shaking with anger inside their pokeballs because of Ghetsis's he's that much of a fucking scumbag.
