No. There is a margin of error on the radar devices and therefore you can never know if someone is truly 1MPH over or not.

Hum, no. If a person is dangerously speeding then they should be pulled over and given a ticket, going a negligent amount over the limit isn't a big deal.

You can't possibly expect to be able to draw a definitive line in terms of speed limit and have it be reasonable. The sheer difference in a driver's skill and what car they're driving alone make this a ridiculous concept. A 90 year old driving a piece of shit car from 20 years ago going the speed limit is a lot more dangerous than some 30 year old driving a brand new Audi going 5 over the limit.

We should change the meaning of the current signs to suggested speed and make going 5 over the suggested speed the real limit.

Most people will give you 10 over before they pull you over.

And a 30 year old in an Audi can be a shit driver.

Honestly, I'm down for anyone driving below the speed limit to be charged a criminal traffic violation. Seriously, get the fuck off the road and get yourself back in driving school because you clearly can't handle being on the road. Less than the speed limit is more of a hazard to other drivers than people speeding 5-10 mph over the limit without question.

Mandatory driving retests should happen to anyone over the age of 75 and still driving too.

On the subject of speeding, the ones that annoy me the most are drivers in high horsepower cars that drive like grannies in the left lane.

I'd expect that in a Corolla or Prius, but not a 300 hp BMW.

I'm not going to say with 100% certainty you'll never get a ticket, but every time I've taken the Turnpike I've gone ~82 (I try to account for error in the speed gun) the whole duration (through NJ to NYC) and I've never been ticketed, and I drive a sports car so I'm sure I'd be a target. If you wanted to play it safe you could stick to going 80 and be totally safe.
