No, but it's a good idea to interchange them between apologies to sound less repetitive.

Some people have heard "sorry" so many times from assholes that they're sick of it. Sometimes saying "I apologize" instead avoids triggering the same irritation.

To me, it kinda seems like 'I'm sorry' indicates regret, and 'I apologize' is more like I realize I've done something to hurt you and I feel bad for that only, rather than actually wishing I could take what I did back.

Yeah, that's why I said 'to me'. Talkin personal interpretations here, not denotations.

I mean, you can say "too me" all you want but it doesn't change the literal definition of the word. The reason most people say "I'm sorry" but when there's a scandal people generally say "I apologize" is exactly what ClockworkHare said. It has to do with people being more desensitized to "I'm sorry" and also because "I apologize" comes off more serious.

You can take any word and say it means something else to you, but if that's not a common interpretation of the word then you're just factually wrong and misusing/misunderstanding a word or phrase.

Sometimes people say sorry just to express empathy. Like for instance someone says, "My mom just died" then someone replies, "I'm so sorry."

They aren't indicating any personal regret in that kind of situation.

being apologetic afaik only expresses regret towards an offense that had been inflicted while being sorry can also be an act of empathy.

What's really annoying to me is when someone says sorry like that and then the other person says don't say you're sorry you didn't do anything wrong, completely missing the point that the person who said sorry was just being empathetic towards them.

Usually the only kind of people who do that are extremely arrogant assholes and they literally can't comprehend that people just express empathy like that.
