I found it to be the perfect challenge, really. Pretty much every section took me 2 to 4 tries. The first try I ran in guns blazing without expecting to clear it out, just to see the kind of enemies and where they're coming from. After that I would go slow, methodical, and surgical. I can't remember anywhere that I got completely stuck for an extended period, but I definitely had to actually work and pay attention in order to progress.

Shoot Outskirts wasn't even that hard. I always had the most trouble with the boarding craft rooms in Cairo Station

As for other tough fps campaigns, I've been playing through Bioshock again lately on the hardest difficulty with vita chambers turned off. Those first few big daddy fights took like a dozen tries each.

Cario Station 2nd docking area on normal is like 3 waves with 6 elites

On Heroic it's like 3-4 waves of 9 elites

Legendary it's 6-7 waves of 15 elites

The co-op in that game is brutal. I think Bungie must have been watching me and my brother play since we'd always just have one of us do a suicide mission trying to kill whatever we could and then respawn by the player who sat back being a wuss.

The dumb shit about CoD was always that the enemies were unlimited and would just keep spawning in door ways so basically there was no point in shooting your gun except to protect yourself

I think I've played it, pretty sure there are some required levels to unlock game features that way. So no. More likely Doom on Nightmare Mode.

Cairo Station was fucking bullshit

Outskirts was also fucking bullshit. Getting through the first part up to the Hunters alone was a pain, then there's the fucking jackals. I once got a checkpoint right as I got sniped. Like I swear that nanosecond happened like this:
Jackal pulls trigger
Checkpoint
Beam leaves rifle and fucking kills me

12 years later I finally played through and finished it. By accident. I was going for skulls, and you had to jump up onto some rooftops to get one. Turns out you can use the rooftops to completely bypass the jackals.

Next bullshit part was fighting Regret. Had to hop on him, punch him twice, then hop off and run the fuck away and repeat like 50 times.

And Gravemind? WHO'S IDEA WAS IT TO START YOU WITH A FUCKING NEEDLER

It was just the right side of "unfair difficult" because it kept me coming back rather than just quitting.

I distinctly remember having no problems playing through Legendary (solo and coop) with challenge skulls on. But then when MCC came out we realized we didnt have time for that shit anymore after like the second level.

Yeah, ironically the best choice is usually to be hyper aggressive so you can minimize the wave spawning.

I think it's fair aside from the Jackal snipers, the Regret fight, and the beginning of Gravemind. Maybe I'll change my mind when I go through it solo. Co-op was already very difficult.

The best way to describe it for anybody who has never played Halo 2 on Legendary:

Heroic is the hardest the game could possibly be while still playing like intended. Legendary is a major step above that. That's why it's so ridiculous. You can't rely on just being faster and having perfect aim, you literally can't beat it playing as intended. You have to exploit things, hide, cheese encounters, flee past whole sections, etc.

That's right, I remember having to jump up there to get that one skull. Which turned out to be a huge middle finger lol. for some reason I didn't think you could trigger the first hunter encounter if you got up there that early though.

I really don't remember the Regret fight or the start of Gravemind being that difficult, but I may have used the active camo cheat skull. The heretic fight and that banshee part on the Arbiter level were both really hard to me too.

This is true. A good fps player can beat the game on heroic just by being good. Legendary requires much more of a strategic approach. Gotta go into a checkpoint prepared to die to figure out who the enemy is and what they're doing from where, figure out the best strategy to get through the checkpoint and die enough practicing it until you can perform it nearly perfect, then rinse and repeat for the next checkpoint. I think this totally different playstyle requirement is actually what I liked most about my legendary playthroughs.

The problem with the Regret fight is that your only means of hurting him is very slow and leaves you very exposed. Plus it comes at the end of an already difficult level. I imagine it's even more difficult to do alone.

The beginning of Gravemind is definitely the toughest spot in the game though just because you're given pretty much nothing to work with in terms of weapons. Even when the Brutes with Carbines show up, you actually have to find a way to pick up the weapon without getting melted.
