Uranus varies between 5.9 and 5.3 apparent magnitude, depending on the year (decade is more accurate). It's always visible to the naked eye, but unless you're in a dark sky area, you won't be able to see it, and if you do, it's indiscernible from the unremarkable, dim, background stars unless you know exactly where it is.
