As someone who lives in Texas,if the real cops caught him, that man would be dead. Texas cops will not only kill you for an offense like this, they won't even cover up your body once you're dead, they will leave your bullet riddled ass out for all to see as a message to anyone who messes with Texas PD. It's just the culture of the state.

Those are enormous errors made by the arresting officer. You do not put anyone in your vehicle without a full search, especially incident to arrest. That is day one shit.
Even had they just been talking to him, it's legal to frisk him for weapons. And campus police are a legitimate police force, in every instance I've seen. They're armed, sworn officers. Pitt University has detectives, a k-9, and I believe a small response unit. That officer will be a cautionary tale in every academy in the nation.
