I understand German and French, just not enough to call myself fluent. I also understand some Spanish, but much less than French or German

I would say that is conversational. Fluent is the ability to use a language easily and accurately. Not having to pause or make mistakes.

Yeah I would say fluency is being able to think in a language so you communicate your idea accurately, so even if you don't know exactly how to say something you know other ways around it and can keep flowing. A big step up from just being able to hold a conversation, where you can say broken sentences and translate from English and such and still get the gist across.
