Best bet at that price range is to try and buy a used one from someone who is upgrading, as it will at least be able to play most games for now and the near future.
I have not seen laptops I would bother with for less then about $700 or so, my current one was on sale for $900 from $1300 or something, it plays everything fine, but won't work for VR now or in the future (even though it was advertised as being able to). So be careful what you get. You can get crap that will just play the Sims pretty cheap, but honestly just a bit more and it would actually play just about anything. Assuming you're talking about The Sims 4,... Recommended specs are http://www.pcgamer.com/the-sims-4-system-requirements-released-it-can-probably-run-on-your-computer/ OS: Windows XP (SP3), Windows Vista (SP2), Windows 7 (SP1), Windows 8, or Windows 8.1 Most of these are obvious and can be removed. You won't find a new laptop running XP, Vista, Windows 7, or Windows 8. Most laptops have at least 2GB of RAM, usually 4. Most newer laptop SSD's are usually at least 100GB. Most newer laptops are DirectX 9.0c compatible. Keyboard and mouse are included with laptop. The rest of this, CPU (Processor), DVD-ROM, and Video Card depend entirely on the laptop. Some laptops don't have a DVD-ROM and most laptop don't have a standalone video card as they're usually integrated with the motherboard.
