Depends, it can easily overlap but "Monster girl" is mostly considered its own genre. Naga is not furry.

It depends on how much of the girl is still human. Using the obvious example of Monster Musume, I'd say Papi (the harpy) is the only one of the main six girls who looks human enough to not cross the line into dangerous territory, but she's teetering on the edge herself. Another example is the Manaketes and Laguz in the Fire Emblem series.
