After mulling it over... definitely wouldn't surprise me. No direct protection, prostitution was around in Japan during the time period, seems weird to make a power play this early.

Revealing you were slept with as power is not really a great idea I think. It makes you a target for scum to want dead (soft confirming is bad for scum to have to deal with; makes you a target for them and if you are power you don't really want to be).

I think it's significantly weaker. Trackers can catch people targeting the nightkill, or a claimed power who gets roleblocked, and get confirmed scum that way. Prosty can never prove someone is scum, it can only limit the claims they can make a bit.

Oops, I did forget about that. Still, much harder to set things up than for tracker.

Either way I guess this will come down to whether the prosty wants to claim. Cards on the table, I think it's Phoenix.
