Which they... never did... and you/we know this already so this post... is befuddling...

I always thought they changed their minds because they realized it didn't make sense for oak, a sciencey man to be a pokemon trainer. Essentially he is an academic not a fighter so he's not a final boss for characters to face.

Professor Oak asks if you're a boy or girl. You answer and he says you're lying. He then battles you thinking you're part of Team Rocket bent on trying to creating 72 genders and marrying pokemon.

The text when looking at the last pokeball explains everything. "It's professor oak's last Pokemon."

I dunno. There's actually tons of unused or scrapped in development data left in every game. The GBA games had the biggest ones. We would have had more sevii islands for instance.

No I heard from my friends cousin that they meant to put Oak in as the final battle after you defeat Gary in the elite four because it put Gary into a deep depression, that confident smile and laugh quickly turned into groans of despair and grunts of disgust. He could barely get out of bed all the cheerleaders hopped on the Ash train. When Oak stops by and finds this out he calls Ash to "congratulate" him but Ash soon finds out from the man that started him on his Pokémon journey about what happened to Gary and Oak turns from a congratulatory smile to a furious rage trying to make you feel bad for becoming the better trainer. His masculinity feels tested so as for means of revenge he challenges you to a battle. It's a shame they took out this content.

I've always felt like Oak was a retired trainer, I don't know why. Just the way he treats Ash in the anime maybe, like he sees him all disheveled and thinks "Huh, I was late for my own destiny too" and hands over a Pikachu a new trainer shouldn't be able to handle because he sees himself in said trainer.

If it was revealed that Prof. Oak once beat the Elite 4, I honestly wouldn't be surprised though I'd like it hinted/implied as opposed to outright stated. There's an aura of mystery about him I like, especially concerning his past (that admittedly is probably all in my head).

Not so much of that in the games though, I guess.

They probably ran out of time to implement it (they had spent six years making Red/Green as it were), and never went through with it in Blue and Yellow. They also probably didn't have space for the scenario that would lead into it, as the game was stuffed full as it were (and in fact, when they removed the debug tools, they added Mew, and had absolutely no way to test it, so they were taking a huge gamble there).

I think this is 100% legit canon:

Oak used to be a trainer and he battled Agatha, which is why you see the Nidorino vs the Gengar in the original games' opening. This is why she refers to him when you go to battle her and she has some bad blood with him.

Oak battling the player after the game as a sort of test or fun battle wouldn't really be all that weird.
